How to fix
Pin the launcher in project/build.properties:
sbt.version=1.9.9The file is one line, and it is what makes sbt mean the same thing on every machine. Without it whichever sbt launcher the runner has decides how the build is run, so resolution, the plugins that load and the compiler options that are accepted can all differ between a laptop and CI on the same commit.
